Otto strengthening over the southwestern Caribbean Sea.
At 10pm, the center of Tropical Storm Otto was about 210 miles ESE of San Andres Island. Latitude 10.9 North. Longitude 79.1 West.
Otto has been drifting southward near 2 mph during the past few hours. Little motion is expected overnight, but a slow westward motion is forecast to begin on Tuesday.
Maximum sustained winds have increased to near 60 mph with higher gusts. Strengthening is expected during the next 48 hours, and Otto could become a hurricane as early as Tuesday.
Otto could drop as much as 3 to 6 inches of rain over parts of western Panama and southeastern Costa Rica.
Otto is no threat to the Coastal Empire and Lowcountry.
