ABC News is reporting that a man claiming to be Bryce Williams called them over the last few weeks, saying he wanted to pitch a story, and wanted to fax information, though he never said what the story was.
ABC News got a fax this morning almost two hours after the shooting in Virginia that killed Alison Parker and Adam Ward.
ABC News says a little after 10 a.m., he called again, and introduced himself as Bryce, but also said his legal name was Vester Lee Flanagan, and that he shot two people.
He admitted on the phone that authorities were after him, before hanging up.
In the 23-page document faxed to ABC News, Flanagan said this morning shootings was in reaction to recent violence against African Americans in particular the shooting at the Charleston Church.
He also expressed admiration for mass shooters Seung Hui Cho, the Virginia Tech Shooter, and the Columbine shooters according to ABC news.
Flanagan included a long list of grievances and a suicide note for friends and family.
