For this Top 3 on 3 report, we calculated the percentage of money each county school district derived from local sources (property taxes and sales taxes). We then multiplied this factor to all of the money each district spent on the following three budget line items in their FY2012 Consolidated Audited Financial Reports:

1) Instruction (teacher salaries, etc.)

2) Pupil Services (social workers, bus transportation, etc.)

3) Improvement to Instruction (computer and software purchases, etc.)

We then divided this figure by the number of full-time enrolled students (FTEs) in each district to come up with our Top 3 on 3 counties who spent the most local dollars on their students:
